An imported machine or reagent is tracked through the stages that matter for an import — order placed, shipped, at customs, duty paid, cleared, received into the store — so a delay is visible at the stage it is stuck, and the landed cost (price plus duty plus freight) is known before the item is even in the building.
It does not file the customs paperwork itself — a clearing agent does; it tracks the stage the shipment is at and the cost building up.
