What it is

A government hospital’s own public-accountability records. The Rogi Kalyan Samiti fund for each financial year, April to March: the opening balance, every income and expense with its receipt or voucher and the head in your own words, and for spending the Samiti’s approval reference — an entry without one is flagged; a mistake is put right by a reversing entry, never an edit; the balance and the year by head follow. The Samiti’s governing body and executive committee meet in CommitteeHub, and the desk shows when each last met. The RTI register takes each request to its reply, its transfer to another authority or its refusal with the section it rests on, and the first appeal, on the Right to Information Act, 2005’s own clocks — thirty days, forty-eight hours where life or liberty is concerned, forty with a third party, five more through an Assistant PIO, five days to transfer, thirty (or forty-five with reasons) for the appeal — each date with its section; a state’s rules may add to them. Kayakalp, NQAS and an IPHS self-assessment of a sub-centre, PHC, CHC or hospital run from your own copy of each checklist, scored or measured against the norms of its level, with the source and edition named and the evidence behind each item; no standard’s text or norm ships.
