What it is

For a facility that has received an infrastructure grant under the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission. Each grant is recorded from its sanction order — the component as the order names it, the order’s number and date, the financial year and the amount sanctioned. Every release to the facility is recorded with its reference and can never exceed the sanction; every spend is recorded with its voucher and what it paid for, and can never run ahead of what had been released by that day. When the sanction order asks for a utilisation certificate, one is prepared as of a day and its three numbers — released, utilised and unspent to that day — are frozen, so a later voucher never changes a certificate already signed. Its due date comes from the sanction order and is written with its clause; none ships. The certificate prints for signature and is recorded as submitted, once, with the reference given. Each month the physical and financial progress report is counted — grants and amounts sanctioned, released and spent in the month and to date, unspent, certificates submitted and overdue — filed by hand and its acknowledgement recorded.
